A Five-member board of Trustees governs the Clyde W. Roddy Public Library System, whose authority is defined by the state statue. Members are appointed by the City of Dayton Council.

The Library Board is the legal agency for the Library, administering property and funds, formulating policies, and in general giving direction and continuity to Library affairs under the City of Dayton Council approval.

The regular meeting of the Board is held at 1:30 p.m. on the first Tuesday of every month in the conference room of the library. On holidays, the board meetings are altered to accommodate closings.

The Board appoints a Library Services director who is responsible for carrying out policy decisions and day-to-day administration of the Library System.
